The General Office of the Sichuan Provincial Political Consultative Conference recently announced the results of the selection of good proposals for 2025. The "Proposal on the Coordinated Development of Vocational Education and Characteristic Industries in Ethnic Minority Areas" (No. 1273), jointly submitted by Han Wenbing, a member of the Provincial Political Consultative Conference and Chairman of Huahe Electric Co., Ltd., and Galacha, a member of the Provincial Political Consultative Conference, was selected as a good proposal for the year.

This proposal focuses on the key issues of the connection between vocational education and industrial development in ethnic minority areas of Sichuan Province, deeply analyzes the current situation, and proposes a series of forward-looking and practical suggestions, fully demonstrating the responsibility and effectiveness of Commissioner Han Wenbing as a representative of private entrepreneurs.

The proposal points out that vocational education in ethnic minority areas of Sichuan has made progress under the promotion of the "9+3" education plan, but there are still shortcomings in terms of the depth of school enterprise cooperation, the adaptability of professional settings, and the level of practical training base construction: school enterprise cooperation mostly stays at the level of short-term internships, and the deep participation of enterprises is insufficient; The professional settings lag behind the upgrading needs of characteristic agriculture, animal husbandry, and cultural tourism industries; The training facilities are generally outdated and have not kept pace with advanced technology in the industry. These factors constrain the development of vocational education service industry, promote employment, and assist in rural revitalization.

In response to the above issues, the proposal proposes four systematic suggestions: firstly, to accurately optimize the professional settings, it is suggested to establish a professional construction guidance committee composed of industry, enterprise, and education experts, closely integrating with the characteristic agriculture and animal husbandry, cultural tourism, ethnic handicrafts and other industries in ethnic areas, and proactively opening majors such as ecological breeding technology, agricultural product quality testing and marketing, ethnic cultural tourism product design, and digital operation management of tourist attractions, to achieve seamless integration between talent cultivation and industry demand. Secondly, we will strengthen the construction of training bases and call on the government to increase funding support to support vocational colleges in updating their training equipment; Encourage schools and enterprises to jointly build and share practical training bases, providing students with a real and cutting-edge practical environment. The third is to deepen the mechanism of school enterprise cooperation, and it is suggested to encourage enterprises to participate deeply in vocational education through policies such as tax incentives and financial subsidies; Promote the implementation of modern apprenticeship system, implement the alternating mode of work and study, and effectively enhance students' vocational skills and employment competitiveness. Fourthly, we will strengthen the construction of the teaching staff and support vocational colleges in introducing professional talents with practical experience in enterprises; Establish a system for teachers to regularly practice in enterprises; Invite industry experts to give lectures at the school to ensure that the teaching content is closely aligned with the latest developments in the industry.
