This afternoon (December 18th), the Municipal Association went to Huahe Electric to conduct a key inspection of "integrated development of industry and city" and held a symposium. Mao Yibing, Vice Chairman of the Municipal Committee of the Chinese People's Political Consultative Conference, Long Jialin, nominated candidate for Director of the Cultural and Historical Committee and Director of the Joint Committee of the Municipal Committee of the Chinese People's Political Consultative Conference, relevant responsible comrades of the Joint Committee of the Municipal Committee of the Chinese People's Political Consultative Conference, some members of the Municipal Committee of the Chinese People's Political Consultative Conference, and responsible persons of relevant units in the Science and Technology City New Area.

Before the meeting, Han Wenbing, Chairman of Huahe Electric Co., Ltd., accompanied the attendees to visit the company's data center, watch the corporate promotional video, and conduct on-site inspections in the production workshop. He provided a detailed introduction to the company's latest achievements and industrial layout in intelligent manufacturing, digital transformation, and green energy equipment research and development.

At the symposium, the chairman of the company, Han Wenbing, as a representative of the provincial and municipal CPPCC members, shared his thoughts and suggestions on the integration of industry and city in his speech, based on the company's development practice. Han Wenbing stated that Huahe Electric is rooted in Mianyang and serves the construction of the Science and Technology City, always adhering to technological innovation and industrial upgrading, actively participating in regional industrial chain coordination and improving urban functional supporting facilities.

Han Wenbing suggests implementing a coordinated planning of "industrial chain and urban functional blocks". In the planning of the Science and Technology City New Area and key parks, pilot plans for "industrial communities" or "innovation blocks" will be carried out around the key industrial chains in the "587" industrial system (such as high-end energy equipment);

Suggest building an innovation consortium led by chain owners and integrating large, medium, and small enterprises. Fully leverage the market traction and integration role of chain owner enterprises, it is recommended that the government guide and encourage chain owner enterprises to take the lead in jointly building manufacturing innovation centers or industrial technology research institutes in segmented fields with universities, research institutes, and small and medium-sized enterprises upstream and downstream of the industrial chain in Mianyang. Focusing on areas such as smart grids, new energy charging facilities, and special environmental distribution equipment, we will carry out research and development of common technologies and standard setting. This can accelerate the transformation of technological achievements and drive the overall upgrading of the industrial chain. Huahe Electric and our research institute are willing to undertake more open work in it;

It is suggested to focus on the key industrial chain and sort out the pain points of the entire chain from key component supply, technology verification, market application to cross-border trade. To provide more integrated and proactive "one-on-one" or "one chain" exclusive services for chain owners and their core supporting suppliers in high-end talent introduction and placement, cross-border business facilitation, rapid collaborative protection of intellectual property rights, and promotion and application of the first (set) product, enhancing the security and competitiveness of the entire industry chain in Mianyang's development;

Suggest using "green and smart energy application" as a demonstration project for the integration of industry and city. The integration of industry and city should be a green, low-carbon, and intelligent fusion. It is recommended to apply smart microgrids, distributed energy, integrated photovoltaic storage and charging systems on a large scale in urban new infrastructure, public buildings, and park updates. This can not only enhance the resilience of urban energy, but also provide valuable "first trial and first use" scenarios for the local new energy equipment industry (including our intelligent box type substation and intelligent distribution system), creating a demonstration loop of "local research and development, local application, and local iteration", so that urban construction can directly feedback industrial technological progress.

Vice Chairman Mao Yibing pointed out in his concluding speech that the integration of industry and city is an important path to promote high-quality development. We should fully leverage the advantages of the CPPCC's talent gathering and extensive connections, conduct in-depth research, actively provide suggestions, consolidate consensus from all walks of life, and jointly contribute wisdom and strength to the integration of industry and city and economic and social development in Mianyang.

This' key inspection 'is a recognition of the efforts made by China Nuclear Power in promoting the integration of industrial development and urban construction, and also provides an important platform for further gathering the wisdom of government, enterprises, academia, and research, and exploring the development model of industry city integration with Mianyang characteristics.
